Tourist licence (VFT/VUT) and Málaga regulations

To let your Málaga property short-term you need the VFT/VUT licence from the Junta de Andalucía. But since August 2025 Málaga City Council has suspended new holiday-rental registrations across the whole municipality, so today only properties that are already registered can be let short-term. If yours is, we manage it and check that everything is in order.

Málaga city in 2026: what can and cannot be registered

What we have verified in official sources and the local press (reviewed in September 2026):

• Since 23 August 2025 no new tourist dwellings are admitted anywhere in the municipality (Local Government Board agreement of 14/08/2025 under article 6 of Decree-Law 1/2025), for up to three years or until the new urban plan is approved.
• Since 25 July 2026 modification no. 28 of the PGOU (initial approval) no longer treats lodging as a use compatible with residential use anywhere in the city.
• A “private entrance” is no longer a way in. It worked between June 2024 (Instruction 1/2024) and August 2025; the suspension has no such exception.
• Already-registered dwellings keep operating and can change owner or manager (communication 7267 to the Junta). That is what we manage in Málaga: homes with a valid licence.
• Waste tax in Málaga city: heading 5.7 of ordinance no. 19, by capacity, from €63.90 to €255.60 a year; the new municipal tax has been frozen since June 2026.
